What is visible

The header bar identifies the report as a civil defense incident filing covering a perimeter staging area. The date is 24 January 1996. The location field has been blacked out. The reporting officer's signature block at the foot of page four has been blacked out. The countersignatory block on page one has been blacked out.

The visible body text is fragmentary. Three phrases recur: "level three exposure," "two personnel quarantined," and "recommend extension of cordon." The phrase "chemical only" appears once and has been struck through in pen by hand before redaction.

What the redactions imply

An archivist consulted on the document noted that the redaction pattern is not consistent with civil defense practice in 1996, which typically blacked out names and locations only. The redaction in this document removes verbs, modifiers, and entire incident descriptors. The archivist's view is that the document was redacted by a different agency before release.
